Toul Tum Poung, also known as the Russian Market area, is a popular neighborhood for expats in Phnom Penh. It is centrally located, has a wide variety of amenities, and is relatively affordable. Russian Market area is a big sub-district of Chamkar Mon, covering Tuol Tum Poung Ti Muoy (TTP1), Tuol Tum Poung Ti Pir (TTP2), and Phsar Deum Thkov communes. It is circled by Mao Tse Tung Blvd. (245) to the North, Monivong Blvd. (93) to the East, and Street 271 to the South & West.

Russian Market has a lot to offer to residents. It is more green, peaceful, and affordable, yet not any less convenient than BKK1 or Daun Penh. You may find more various expats, young tourists, and local residents here than in any other suburbs of the capital city.
During the daytime, you may explore the Russian Market for clothing, handcrafted souvenirs, shoes, or even fresh meat & vegetable. You will also find an abundance of clothes shops, fast-food restaurants, coffee shops, supermarkets, and local food restaurants. When dusk comes, Russian Market becomes more lively.
After 5 pm, Russian Market turns into a night fresh food market, and a night foodie paradise. Along the street, North of the Market, there are rows of fresh food stands on both sides of the street to cater to those who love to cook. Meanwhile, at the West of the Market, the street is filled with Cambodian street food like stir-fried noodles, and fried rice, to grilled food like ducks, frogs, chickens, squids, and sweet pork/ beef sausages. Noodle soup, porridge, desserts, and fruit shakes can also be found here.

Apart from street food around the Russian Market, there are pubs & bars at every corner of the street, serving from affordable local beer to imported wines paired with delicious bar snacks.
History
As a result of the Russian/Soviet residents of Phnom Penh’s shopping habits during the socialist era, the area became commonly known as the Russian Market.
